Vice President of Program Development

Essential Functions

  • Business Development

Identifies business/growth opportunities across all service lines of the organization.  Conducts ongoing market research to identify unmet needs.  Works collaboratively with the COO, and other members of the senior executive team as directed, to prepare market, competitive, and financial analyses for the purpose of a “go/no go” decision.  Business opportunities will meet both the company’s mission of community impact and FY budget targets for contribution margin.

  • Solutions EAP Program Development and Management

Develops, implements, and measures efficacy of this essential service, including performance metrics, contract compliance, forecasts, structure, policies, practices, staffing, and credentialing to meet the goals outlined in the company strategic plan and FY budget.   Provides operational oversight, accelerates sales  and reports on actual vs target results to meet forecasts.  Collaborates with COO and department managers to identify program and/or staffing issues.  Meets with clients and other stakeholders to communicate program issues, decisions on services, and program issues.

  • External Collaboration

Prepares and delivers effective communications; builds collaborative relationships with clients, state and provider agencies; effectively develops and manages relationships with State agencies, behavioral health providers, policy leaders, and business leaders; seeks out and gains relevant programmatic insights about market needs; represents the enterprise at relevant community activities.

KSA

Knowledge: 

  • Knowledge of HIPAA requirements and related policies and procedures.
  • Project management including planning, scheduling, monitoring, problem solving, and communicating.
  • Expertise in program needs assessment, design, development, monitoring and management, operations, and implementation skills. 
  • Forecasting, financial reporting, budgeting, and budget management.
  • Best practices in management of staff.

Skills: 

  • Senior strategic leadership and operational management within a behavioral health environment.
  • Highly-developed interpersonal, management, interviewing, selection, onboarding, employee coaching and development, performance evaluation and critical conversations, teambuilding and collaboration development skills.
  • Adept facilitation, verbal & written communication, and presentation skills, including public speaking.
  • Strong attention to detail and prioritization skills in a multi-tasking environment.
  • Adept data analysis skill to effectively develop and report findings and recommendations.
  • Decisiveness, possessing a “big picture” perspective.
  • Design and development of effective programs’ management and reporting systems.
  • Excellent PC skills with demonstrated experience using Microsoft Office Package (MS Word, Excel, Power Point, Access, Outlook) and internet.
  • Protection of all clients’ protected health information, adhering to all HIPPA-related and best practices in policies and procedures.
  • Maintains confidentiality of all enterprise trade secrets and other non-public information.
