Section 1115 Demonstration Waiver for Substance Use Disorder (SUD) Treatment
Advanced Behavioral Health, Inc. (ABH®) is the contracted certification and monitoring entity to the State of Connecticut Department of Mental Health and Addiction Services (DMHAS) and the State of Connecticut Department of Children and Families (DCF) for the Connecticut 1115 Substance Use Disorders Demonstration Waiver.
ABH is responsible for assisting providers during the two-year provisional certification phase to achieve conformance with all of the Connecticut Clinical Assumption Grid Standards by level of care. ABH works with all SUD providers under the demonstration in the covered levels of care, ranging from all residential and applicable ambulatory settings, including outpatient hospital and federally qualified health care settings. ABH works with Providers who serve both adult and adolescent populations.
Provider Certification
ABH works closely with Providers to guide them in the Provisional and Certification progress. Providers granted provisional certification must comply fully with the requirements of The Connecticut Substance Use Disorder Services Policy and Clinical Assumptions Grid for ASAM level of care before such programs will be recommended for full certification.
Training
As part of the 1115 Waiver, Providers are required to complete The Change Companies’ ASAM modules. ABH is responsible for offering, registering and reporting on provider compliance with this stipulation. Additionally, Clinical Survey Teams review providers’ staff training records as part of the onsite survey process.

ABH in collaboration with DMHAS and DCF offer in-person trainings led by a trainer from Train for Change for all Provider organizations that are participating in the 1115 Demonstration Waiver. This application-focused training provided participants with an in-depth look at the theoretical foundations of the ASAM Criteria, including clinically driven services, biopsychosocial assessment, the six dimensions, continued stay and transfer/discharge criteria.
