Early Childhood Consultation Partnership (ECCP®)

ECCP® is currently funded by the Department of Children and Families (DCF) and the Office of Early Childhood (OEC).

The Early Childhood Consultation Partnership (ECCP®) is a statewide, evidence-based, mental health consultation program designed to meet the social and emotional needs of children birth to five in early care or education settings. The program builds the capacity of caregivers at an individual, family, classroom, or center-wide level. It provides support, education, and consultation to caregivers in order to promote enduring and optimal outcomes for young children.

In 2002, the high rates of suspension and expulsion of pre-school children in childcare settings across Connecticut prompted early childhood stakeholders to include Early Childhood Mental Health Consultation as one of the initiatives funded by Connecticut’s Community Mental Health Strategy Board. The Department of Children and Families (DCF) implemented this initiative through a contract with ABH. ABH is responsible for the development and administration of the program throughout the state.

Successes and Milestones

In September 2016, a rigorous random controlled trial of ECCP® was published in the Journal of the American Academy of Child and Adolescent Psychiatry. This is one of the first times an Early Childhood Mental Health Consultation program was researched using such a rigorous research method. The design of the study allowed researchers to compare outcomes between children in classrooms that received the ECCP service and children in classrooms that did not receive the service.

The ECCP® program is listed in the national database of evidence-based programs in What Works   Clearinghouse, as well as the California Evidence Based Clearinghouse (CEBC).

Testimonials "We are so thankful for the services ECCP provides. Our center has been utilizing their services intermittently the past several years and pretty consistently this past year. Our ECCP consultant is the best! She is great with both the staff and our families and knows exactly what to say and do to help even the most difficult children. Our staff relies on her visits, guidance and workshops. Without this service we would have needed to terminate services for several children these past few years. We look forward to continuing our relationship with ECCP and look for their guidance to help some of our families in need of these crucial services in our center. Thank you for all you do!"
